What does Queensland law require?
Under Section 58 of the Work Health and Safety Regulation 2011 (Qld), all persons conducting a business or undertaking (PCBUs) — including sole traders, subcontractors and employers — must provide audiometric testing for any worker who is required to wear hearing protection equipment (HPE) due to noise exposure.
This applies to workers in all industries including construction, agriculture, manufacturing, transport, government, and any other workplace where noise levels require hearing protection to be worn.
The requirements are:
- For workers commencing noise-exposed work on or after 29 July 2025 — testing must be provided within 3 months of starting, and at least every 2 years thereafter.
- For workers already in noise-exposed roles prior to 29 July 2025 — a baseline audiometric test must be completed before 29 July 2027, and at least every 2 years after that.
All testing must be conducted in accordance with Australian Standard AS/NZS 1269.4:2014 — Occupational noise management: Auditory assessment. Non-compliance carries serious penalties. Don’t leave your business exposed.

What does audiometric testing involve?
Audiometric testing is a simple, non-invasive assessment that measures a worker’s ability to hear tones at various frequencies and volumes, one ear at a time.
Under the Queensland WHS Regulation, the testing must:
- Measure the hearing threshold levels of each ear using pure-tone air-conduction threshold tests
- Be conducted in accordance with AS/NZS 1269.4:2014
- Be performed by a qualified audiologist or audiometrist
- Be documented and results kept on the worker’s WHS file

What workplace testing costs
Workplace audiometric testing is $100 per worker, including GST, and includes a compliance report ready for your WHS file. This covers pre-employment baseline testing as well as ongoing monitoring, because both fall under the same requirement, Section 58 of the Work Health and Safety Regulation 2011 (Qld).

Why we test at our clinic, not on site
On-site audiometric testing is legal. AS/NZS 1269.4:2014 permits it, provided the quiet period, equipment, procedural and ambient noise requirements are all met. We are regularly asked to bring testing to the workplace, and we choose not to. That decision costs us work, so it is worth explaining, because it goes directly to whether your records will stand up.
The 16 hour quiet period
AS/NZS 1269.4:2014 requires reference audiometry to be immediately preceded by at least 16 continuous hours away from noise likely to cause a temporary threshold shift. Noise exposure produces a short term dip in hearing that recovers with rest. A worker tested part way through a noisy shift will often test worse than their actual hearing.
The test environment
The Standard also sets maximum permissible ambient noise levels for the room the test is conducted in. A site office or demountable on an active project is difficult to guarantee. Plant movement, deliveries, pre-start activity, conversation outside the door and air conditioning cycling mid-test can all push background noise above the limit and artificially raise the measured thresholds.
Why that matters to you
A reference audiogram is the benchmark every future test is measured against. If it records a worker’s hearing as worse than it actually is, genuine deterioration later in the project looks smaller than it is, and your monitoring program stops giving you the early warning it exists to provide.
If a noise induced hearing loss claim is made years later, a baseline taken after noise exposure, in a room never shown to meet the Standard, is far easier to challenge. A properly obtained reference audiogram protects the worker and it protects you.
We could do it. On an active construction site we cannot reliably guarantee those two conditions, and we are not willing to hand you a baseline we would not defend ourselves. So we test at our Avoca clinic, in a controlled sound treated environment, with appointments scheduled before shift or after a rest day. It takes a little more coordination at your end. It gives you a record that holds up.
